As is the wont of engineers in general, I must first dispassionately assess the
available evidence. My moral sentiments and empathy for my fellow humans must
not color my understanding of the social mechanics of the situation. History
teaches us to expect every human person to do his best to realized his ambitions and satisfy his appetites. We should not expect him to meekly submit to social authority. We should expect him to lie, cheat, steal, and in extreme circumstance to enslave, torture, and murder. So I see only two controllable paths that might lead to rapid population decline, and I expect neither to be warmly embraced by much of humanity.
The surefire option is simple mass extermination by the first world privileged
classes of much of the second and third world population. If the world doesn’t
like that option, it must face the prospect of the privileged class transferring much of its wealth into programs that substantially reward all females for not producing children. If the scale of the reward exceeds the satisfactions of motherhood, most females will opt for the reward.
If the funds were available, most nations could implement some sort of program
that pays $500 per month to all females aged 12-35 on the condition that they
remain childless. The GDP of developed nations is high enough that domestic
implementation would be a trivial percentage of the economies, and might
possibly even increase GDP. But, without huge funding from developed nations,
implementation in poor nations would be impossible.
It’s about time the developed world to face the unwelcome actualities. The first world must either begin its extermination efforts, or start paying females to abstain from procreation. Otherwise we are going to find out for sure what 800 ppm CO2 means.
